Installation:
These are Client sided sirens not server sided.
Go to your GTA V Directory (where GTAV is located) Then x64 > audio > sfx. Drag resident.rpf [Open downloaded file] into that folder and click replace file .
C:\Program Files (x86)\Steam\steamapps\common\Grand Theft Auto V\x64\audio\sfx
*Make A Backup Of Your GTA V So If Something Goes Wrong You Don't Complain.*
